
The city of Phoenix is getting a nearly $40 million grant from a housing and economic recovery law passed by Congress during the summer.
okay, so I stumbled across this, and now it seems weird. So, congress just voted over the summer to give out this money? What other things like this have happened recently, and where does it fit in with the money that is now "needed" for the biggest handout of all times?
For this one in particular, how and who decides which homeowners to help, or is it for the banks, or what?

Is this just for the city of Phoenix, or does it include the out-lying cities of Tempe, Mesa...etc?

I'm wondering about my own community of Cottonwood and all of the smaller communities, as well. I sure wish this "bail-out" would start from the bottom up.
